"He licks his paws when he's bored."
I hear that constantly, and it is almost always wrong. It is also the reason a lot of dogs spend years with uncomfortable feet while their owners try longer walks, more toys, and a different routine.
Here is what the evidence actually says, and it runs in the opposite direction to the folk wisdom.
Is paw licking behavioural or medical?
Medical first, and the research is fairly clear about which way the causation runs.
A 2019 study from the School of Veterinary Medicine and Science at the University of Nottingham looked at dogs diagnosed with atopic dermatitis. As itch severity increased, so did hyperactivity, excessive grooming, attention-seeking and reduced trainability, compared with healthy control dogs. The available evidence indicates that behavioural change usually follows skin disease, not the other way around.
Think about what that means for the dog in front of you. The restlessness, the fidgeting, the inability to settle, the licking, those may not be a dog with a behaviour problem that manifests in its feet. They may be a dog whose feet itch, behaving exactly as you would if your feet itched and you could not take your shoes off.
There is a real complication: chronic licking releases endorphins, which is genuinely reinforcing, so a habit can outlast the itch that started it. That is a reason to treat the skin early, before the loop closes, not a reason to treat it as a behaviour problem from the start.
The practical rule: rule out the feet before you rearrange the dog's life.
What actually causes it?
Allergy, by a wide margin. Environmental, contact and food allergies are the most common cause of pododermatitis in dogs, and paw licking is one of the classic presentations of canine atopic dermatitis. Paws contact everything, grass, dust, floor cleaner, road surface, and they are thin-skinned and richly supplied with nerves.
Secondary infection. This is what turns mild itch into obsessive licking. The damp, warm, damaged skin between the toes is ideal for Malassezia yeast and for bacteria. The signature: brown staining, greasy skin, and a distinctly musty smell. If your dog's feet smell like old bread, that is yeast, and it will not resolve until it is treated as an infection.
Parasites. Sarcoptic and demodectic mange both affect feet. Fleas drive generalised itching that includes paws.
Something stuck. Grass seeds, thorns, glass, gravel. Classically one paw only, and classically sudden.
Pain. Dogs lick over the site of pain. Arthritis in a wrist or elbow, a healed fracture, a nail bed injury. An older dog that has started licking one front paw deserves an orthopaedic look, not a dermatological one.
Contact irritants. Floor cleaners are the underrated one in Indian homes. Phenyl-based cleaners are harsh, they are used generously, and dogs walk on those floors all day and then lick their feet.
Then, and only then, behavioural. Genuine compulsive licking exists. It tends to be one specific spot licked to the point of a raised, hairless lesion (a lick granuloma), and it needs behavioural and sometimes medical management. But it is the diagnosis you arrive at after excluding the rest, not the one you start with.
How to tell what you are dealing with
Look at the pattern first:

Then look at the feet properly. Not a glance, a proper examination in good light. Separate every toe. Look at the webbing between them, at the pads, at the nail beds, at the fur between the pads. Smell them. You are looking for redness, moisture, a foreign object, swelling around a nail, a cut, or that musty yeast smell.
Ears too. Ear disease and paw licking travel together, because both are classic atopic sites. A dog licking its paws and shaking its head is telling you something systemic is going on.
What you can do at home
Rinse and dry after every walk. This is the highest-value home intervention. It removes pollen, dust and road contaminants before the dog licks them off. Drying matters as much as rinsing, leaving wet fur between the toes in Indian humidity is how you grow yeast. Plain water is fine; a soft towel and attention to the webbing is the part people skip.
Change the floor cleaner. Something pet-safe and used sparingly. Costs nothing to test for two weeks.
Keep the fur between the pads trimmed. Less to trap moisture and debris.
Do not apply human antifungal creams, steroid creams, or anything the dog will immediately lick off and swallow.
When to see a vet
Go if there is redness, swelling, discharge, smell, or the skin is broken. That is infection and it will not clear on its own.
Go if the licking is constant, or interrupting sleep, chronic itch has a real welfare cost, and there are effective modern treatments.
Go if it is one paw and you cannot see why.
Ask for cytology. This is the specific thing to request: a swab or tape sample of the affected skin, stained and looked at under a microscope. It takes about five minutes in-house, and it tells your vet whether they are dealing with yeast, bacteria, both, or neither. Ear and skin cytology is the standard of care for exactly this presentation, and it is the difference between targeted treatment and a guess.
The bottom line
Paw licking is an itch symptom until proven otherwise. The behavioural explanation is the last one on the list, not the first, and the research suggests that where behaviour and skin disease appear together, the skin usually came first.
Look at the feet. Smell them. Count how many are affected. Then get cytology before anyone prescribes anything.
Your dog is probably not bored. Their feet probably itch.
